Khánh Hòa's 65 commune-level units, its only tier of local government since 1 July 2025, were created by Resolution 1667/NQ-UBTVQH15, adopted by the Standing Committee of the National Assembly on 16 June 2025 and put into operation on 1 July 2025, four days after Resolution 202/2025/QH15 of 12 June 2025 had merged the former Ninh Thuận province into Khánh Hòa[1][2]. The resolution regrouped 194 former commune-level units, drawn from both provinces, into 48 communes (xã), 16 wards (phường) and the Trường Sa special zone (đặc khu)[1]. Before 1 July 2025 the two provinces together had 16 district-level units, nine in Khánh Hòa and seven in Ninh Thuận, all of which the reform abolished, along with every other district-level unit in Vietnam[1].
Old local governments continued in office only until their successors began work; the province's administration now sits at Nha Trang ward, with no intermediate district or city tier between the 65 units and the provincial government[1].
The two resolutions
Resolution 202/2025/QH15, passed by the National Assembly on 12 June 2025, merged the entire natural area and population of Ninh Thuận province into Khánh Hòa, creating a province of 8,555.86 km² and 2,243,554 people under the Khánh Hòa name[2]. Resolution 1667/NQ-UBTVQH15 followed four days later, on 16 June 2025, issued by the Standing Committee of the National Assembly specifically to rearrange the commune-level units of the newly enlarged province; it took legal effect on the date it was adopted, while the new local governments it created began operating on 1 July 2025, the same day every district-level government in Vietnam was abolished[1].
The reform reduced 194 commune-level units, some from the former Khánh Hòa and some from the former Ninh Thuận, to 65: 48 communes, 16 wards and the Trường Sa special zone[1]. Most new units simply combined two to four neighbouring former units under a single name, often reusing the name of the largest or most central among them; a few drew territory across old district lines, such as the new Ninh Chử ward, which combined Phan Rang-Tháp Chàm city's Văn Hải ward with Khánh Hải township of the former Ninh Hải district, and the new Phước Dinh commune, which took part of Đông Hải ward from Phan Rang-Tháp Chàm along with the former An Hải and Phước Dinh communes[1].

Truong Sa special zone
The Trường Sa special zone is a single commune-level unit covering the islands, reefs and shoals Vietnam administers in the Trường Sa (Spratly) archipelago, formed from the former Trường Sa township and the communes of Song Tử Tây and Sinh Tồn; the resolution gives it an area of 496.30 km², almost all of it water, and a population of 153[1]. It is the only special zone (đặc khu) among Khánh Hòa's 65 units, a category the 2025 reform created alongside wards and communes for a small number of island and border territories nationwide[1].
